Through the 1780s the gaols of England had been so complete that convicts were being generally chained up in rotting outdated ships. The government decided to come up with a settlement in New South Wales and send out a few of the convicts there. In 1788 the very first Fleet of eleven ships set sail from Portsmouth carrying convicts, sailors, marine
